What is the religious ruling on the stance of a dean who did not respond to an employee's request to speak with him and ignored him?

The dean's action is not appropriate because it contradicts Islamic ethics. A person in charge should listen to those who come for assistance and fulfill their needs, as the Prophet, peace and blessings be upon him, said: "Each of you is a shepherd, and each of you is responsible for his flock." It is better for the employee to be patient and forgiving, but he has the right to escalate the matter to the university director to claim his right.
