What is the ruling on the water that comes out of the penis after performing Istinja (washing private parts with water) and Wudu (ablution)? Is it impure (najis) or pure (tahir), especially given the presence of urinary incontinence and severe obsessive doubts?

You must be wary of indulging in obsessive thoughts and ignore them. If you suffer from incontinence, you should take precautions after relieving yourself and performing istinja' by tying a cloth tightly over the area; for what exits after that will not harm you. However, if the incontinence is merely a baseless whisper (waswasah), then purify yourself and pray normally without excessive istinja', and know that the water remaining on the male organ after removing impurity is pure.
