What is the interpretation of Hadith No. 841 from Shaykh Al-Albani's Silsilah As-Sahihah: "Jibril came to him at the beginning of what.............."?

Gabriel taught the Prophet, peace and blessings be upon him, ablution and prayer practically. He also taught him to sprinkle water on his garment where it faces the qiblah after completing ablution. It is possible that it refers to sprinkling water directly on the private parts. Al-Manawi mentioned that this act is recommended. The aforementioned command has been deemed weak by scholars.
