Will my conscience be clear before the one to whom I sell and before Allah if I intend these clothes to be adorned only before one's husband and mahrams?

It is not permissible to sell women's clothing that is impermissible to wear in front of strange men to someone whom one knows or strongly presumes will wear it in front of them, due to the assistance in sin that this entails. Strong presumption in these matters is considered equivalent to certainty. However, if there is doubt about the buyer's intention, the sale is permissible, even if the Shafi'is dislike it. The criterion is the strong presumption regarding the use of the clothes, not your disapproval of the wearer. If the situation is unknown, the default is safety and good presumption.
