How does Islam's command to be kind to animals reconcile with the fact that the presence of a dog in the house prevents angels from entering and necessitates touching it?

Kindness to animals is legally مطلوب (mandated) in Islam, and this includes dogs, but with sharia-compliant regulations. It is not permissible to own a dog except out of necessity, such as for hunting or guarding. Otherwise, the owner's reward will be diminished, and angels do not enter a house that has a dog, except for the حافظة (guardian angels). Scholars have differed as to whether this applies to all dogs or is limited to those whose ownership is forbidden. Al-Nawawi favored the former, while Al-Khattabi and the Permanent Committee for Issuing Fatwas favored the latter.
