Officials must return surplus funds to the treasury, and it is not permissible to give them to those who did not work, because officials are entrusted with these funds. As for employees, they may take what is disbursed to them if the regulations are followed, in accordance with the : "Whatever money comes to you without you being covetous or a beggar, take it; but if not, do not crave it."
