Who is responsible before Allah for a credit card that has interest-bearing riba on it: Is it the wife who obtained it for her husband based on his request, or is it the husband who requested it and did not pay off its debts and interest? And what should the wife do to pay off these amounts if her husband prevents her from working and he is unable to pay?

You must repent to Allah for assisting your husband in sin and transgression by obtaining the usurious card, in accordance with the Almighty's saying: (And cooperate in righteousness and piety, but do not cooperate in sin and aggression). The obligation was to refrain from obtaining it and not to comply with his request, in obedience to the Prophet's (PBUH) saying: (There is no obedience to a creature in disobedience to Allah Almighty).
