What is the ruling on a man or woman riding a bicycle or motorcycle, especially given the temptation (fitna) that may result from it?

A woman riding a bicycle or other means of transport is originally permissible. Women rode camels in the pre-Islamic era and in Islam, as indicated by the hadith: "The best women to ride camels are the women of Quraysh." For her riding to be permissible, she must adhere to Islamic manners, such as wearing the prescribed hijab. It is forbidden for her to ride if it leads to fitna (temptation/strife). It is preferable to observe custom if the act is considered reprehensible.
