Is it permissible for children to financially assist their brother who is in hardship with his expenses or house rent, while he is paying off his bank installment, knowing that their mother will be angered if they help him with his debt?

Allah has commanded kindness to parents and excellence towards them, and obedience to them in what is good and permissible (ma'ruf). It is not considered ma'ruf for a mother to prevent her children from helping their needy brother. Therefore, her obedience is not binding in this matter, as this stems from foolishness and ignorance. However, despite this, one must be cautious about disobeying a parent. Hence, it is necessary to help the needy brother, and it is better for this to be done secretly to avoid the mother's anger. Efforts should also be made to reconcile the mother and her brother, and the brother should be advised to appease his mother and remove the causes of disagreement.
