A found item that does not require public announcement is that which is insignificant, and its criterion is what people of average standing would not bother to pursue. The determination of this varies with places, times, and circumstances. For what was of little value at one time may not be so at another. If the amount is something that people of average standing would bother to pursue, it must be announced for a full year from the time it was found, and it is not permissible to dispose of it through charity or otherwise during this period. After the year has passed, if the owner of the money is not found, it becomes the property of the finder, with the guarantee to its owner should he come and claim it later. The announcement of the found item must be made immediately; if the announcement is delayed after finding it, the finder does not acquire ownership of it.
