What is the ruling on wearing tight clothing around the calves, in the presence of women only?

The basic ruling is that it is permissible for a woman to wear tight clothing around the calves among other women. However, it is preferable for her to wear loose clothing to set a good example and to prevent this from becoming a pretext for wearing tight clothing in other situations, which could lead to fitna (temptation/strife). It is forbidden for her to wear tight clothes that cause fitna in front of her mahrams (unmarriageable kin, excluding the husband) and in front of other women.
