What is the understanding of Sheikh Ibn Baz's fatwa, may Allah have mercy on him, regarding the disbelief of one who intentionally delays Fajr prayer beyond its time?

It is not permissible for a Muslim to stay up late in a way that leads to missing Fajr prayer in congregation or on time, whether this is done in an act of obedience or amusement. If he does so, he is sinful and deserving of punishment from Allah and from those in authority. Deliberately delaying prayer until after sunrise is considered major disbelief by a group of scholars, based on the Prophet's (peace be upon him) saying: "Between a man and polytheism and disbelief is the abandonment of prayer," and his saying: "The covenant between us and them is prayer; whoever abandons it has disbelieved." A Muslim must maintain prayer at its appointed time and seek help from someone to wake him up or set an alarm. The questioner should continue to advise his friend, and if he insists on his reprehensible action, then he should report him to the Committee for the Promotion of Virtue and Prevention of Vice. He is not obligated to wake him up as long as the advice is not beneficial.
