Is it true that whoever sets their alarm after the time for Fajr prayer has expired, knowing that, is considered a disbeliever?

The fatwa (definition) summarizes the ruling on one who deliberately misses Fajr prayer by setting back the clock. Sheikh Ibn Baz considers this act to be major disbelief (kufr akbar) due to the deliberate abandonment of prayer at its appointed time. The majority of scholars, however, hold that one who does this is not a disbeliever, citing the Prophet's (peace be upon him) hadith (definition), which indicates that whoever diminishes the prayers out of disdain, his matter is with Allah: if He wills, He will punish him, and if He wills, He will forgive him.
