Is it permissible to obtain a fictitious invoice for a large sum to stay in a luxurious hotel, while I will be staying in a modest hotel?

It is not permissible to resort to trickery to take what is not rightfully yours, nor to lie or cheat; for the Prophet, peace and blessings be upon him, said: "Beware of lying, for lying leads to immorality, and immorality leads to the Fire. And a man continues to lie and search for lies until he is written as a liar with Allah," and his saying: "Whoever cheats is not one of us." And it is obligatory to inform them of the true rental value; for Allah, the Almighty, said: "O you who have believed, fulfill [your] contracts," and the Prophet, peace and blessings be upon him, said: "Muslims are bound by their conditions."
