Is it permissible for a pilgrim performing Ifrad Hajj, who circumambulates the Tawaf Al-Qudum and performs the Sa'i for Hajj on the fifth of Dhul-Hijjah, to remove his Ihram and go to Jeddah until the eighth day for the Mabit in Mina?

If you perform ihram for Hajj mufrad (Hajj alone), you are permitted to exit the state of ihram (first tahallul) by performing two of the three rituals of the Day of Sacrifice (stoning Jamrat al-Aqaba, shaving/cutting hair, and performing Tawaf al-Ifadah with Sa'y for those who have not yet performed it). Alternatively, according to the Maliki school, you may exit ihram by only stoning Jamrat al-Aqaba. If you perform all three rituals, you achieve complete tahallul.

If you intentionally commit any of the prohibitions of ihram before tahallul, you are liable for a fidyah (expiation), which is fasting for three days, or feeding six needy persons, or sacrificing a sheep. You are also sinful and must repent.

It is permissible and recommended to change the intention of ihram from Hajj to Umrah and exit ihram, except for those who have brought the sacrificial animal (hady). Then, you perform ihram for Hajj on the Day of Tarwiyah. This is the view of Imam Ahmad and is in accordance with the Sunnah.

There is no harm in exiting the boundaries of the Haram while in the state of ihram.
