What is the ruling regarding Iraqi pilgrims who have entered into the state of ihram for Hajj (either Ifraad, Tamattu’, or Qiran), entered Mecca via Jeddah, and wish to visit Medina before returning to Mecca prior to the days of Hajj?

It is permissible for the mutamatti‘ (one performing umrah followed by hajj in the same journey) to go to Medina after completing his umrah, and then enter into ihram for another umrah upon returning to Mecca, and he is obligated to offer the dam al-tamattu‘ (sacrificial animal for tamattu‘).

As for one who enters into ihram for hajj as a mufrid (performing hajj only) or a qarin (performing hajj and umrah combined), most scholars agree that it is not permissible for him to annul his hajj into an umrah. However, the Hanbalis hold the view that it is recommendable for the mufrid and qarin to annul their hajj into an umrah if they have not driven the sacrificial animal (hady), so they exit ihram by performing the acts of umrah and become mutamatti‘. After that, it is permissible for them to go to Medina and then return and enter into ihram for an umrah or hajj.
