Does "playing the video" in Fatwa no. 217132 mean to watch it or to download it? Is the sin incurred by viewers determined by the number of views, such as a million? What is the ruling on watching a video with the sound muted when there is music, in order to benefit from it?

If the video contains forbidden elements, such as lewd images or music, it is not permissible to download or open it. Whoever does so is sinful and bears the sin of everyone who watches it, because it constitutes cooperation in sin and spreading evil. As for one who mutes the music and only watches what is permissible, there is no sin upon him, unless the video contains forbidden images.
