Is it permissible to give Zakat al-mal to one's maternal cousin who was raised by his grandmother, is 31 years old, and has a very limited income that prevents him from getting married?

It is permissible to give zakat to one's maternal cousin if he is poor or needy, and this is considered both charity (sadaqah) and upholding kinship ties (silat al-rahim). It is also permissible to give him zakat to cover marriage expenses if he is unable to do so and is in need of it, but within reasonable limits and without extravagance.
