If perfume is forbidden for women when they go out for fear of temptation, is it considered forbidden for men for the same reason?

The prohibition of women from wearing perfume when leaving the house is established in the sound Sunnah. In Sahih Muslim, the Prophet said: "Any woman who has used incense (perfume) should not attend the last 'Isha prayer with us." In another hadith: "Any woman who perfumes herself and then passes by people so that they may smell her fragrance is a 'zina' (fornicator)." This prohibition is specific to women because men are generally tempted by and inclined towards them, and perfume arouses men's desires and prompts them to look at the woman. Thus, the woman becomes a cause for the 'zina' (fornication) of the eye, and she is sinful.
