The answer addresses two aspects. If the question is about the minimum number of people for a congregation to be valid, then it is two, without dispute. However, if the question is about the minimum amount one must join to be considered as having caught the congregation, there is a difference of opinion among scholars. Some believe that one only catches the congregation by catching one full rak'ah of the prayer, based on the saying of the Prophet (peace be upon him): "Whoever catches one rak'ah of the prayer has caught the prayer." Others believe that whoever pronounces the takbirat al-ihram (opening takbir) before the Imam says the taslim (concluding salutation) has caught the virtue of the congregation.
