The soundest opinions are that the minimum number for establishing Jumu'ah and Eid is three or more. There is no valid evidence for stipulating forty. Among their conditions is residence, so they are not obligatory upon Bedouins and travelers. If Eid coincides with Friday, it is permissible for whoever attended Eid not to pray Jumu'ah, but he must pray Dhuhr. As for the Imam, he prays Jumu'ah with whoever attends if they are three or more. If only one person attends with him, they both pray Dhuhr.
