Is it permissible to make a model of the Kaaba to teach children the rituals of Hajj?

The fundamental principle in worship is the piety of the heart and the glorification of God's rituals. Anything that weakens this glorification or transforms the ritual into a mere symbol or an ordinary matter is prohibited. For this reason, many scholars have explicitly forbidden the creation of models of the Kaaba, as it diminishes the glorification of the ritual in the heart. Sheikh Ibn Uthaymeen was asked about making a model of the Kaaba and the holy sites for educational purposes, and he replied that it is not permissible because it reduces acts of worship to mere rituals and movements without any effect on the heart. Similarly, it is stated in the fatwas of the Permanent Committee that it is not permissible to manufacture a model of the Noble Kaaba.
