What is the ruling on an employee exploiting work hours and office resources for personal or da'wah-related activities, knowing that the nature of his work does not occupy all of his time, and is his salary lawful?

Private work, using personal tools, and leaving work during official hours are not permissible except with the permission of the employer or the responsible authorities, or if it is allowed according to regulations, or what is customarily tolerated.
