Is it permissible for a displaced person, or someone living with their family, to take an interest-bearing loan from the state to build a house due to necessity, knowing that this loan is conditioned on interest deducted from their salary, and that some scholars have permitted this in cases of forced displacement and the separation of children?

It is not permissible to take a usurious loan to build a house if it is possible to do without it by renting, for taking a usurious loan means declaring war on Allah, as stated in His Almighty saying: "O you who have believed, fear Allah and give up what remains [due to you] of usury, if you should be believers" (Al-Baqarah: 278). Prohibited things are not made permissible except in cases of necessity, and the need to build a house is not a necessity as long as it is possible to do without it by renting.
