What is the ruling of Sharia on taking a loan for a dwelling not owned by the borrower, when he is in dire need of it to complete a house under construction?

Usury is one of the gravest prohibitions and is not permissible except in cases of necessity. The need to build a dwelling is not a necessity as long as it is possible to do without it by renting. While shelter is a necessity for a human being, owning a dwelling is a need, not a necessity. Therefore, borrowing with usury is not permissible for its sake. The need for housing does not permit usury, because necessity does not mean absolute hardship. Hardship that falls short of the level of necessity does not permit forbidden things. One must fear Allah and abandon dealing with usury.
