Why does our standing before the Fire precede our standing before our Lord in Surah Al-An'am?

Some exegetes mentioned that the order of the disbelievers' standing, first before the Fire and then before their Lord, is due to the order of occurrence. Al-Alusi said that the rebuke and reprimand occur after their standing before the Fire, and the opposite is possible, and the matter is simple. Al-Sha'rawi believes that the disbelievers' standing before the Fire is followed by their standing before Allah, which is an escalation in terror. The Truth surprises them with His question: "Is not this the truth?", and they affirm with "Yes," because the matter does not require stubbornness. Then the judgment is issued: "So taste the torment because you used to disbelieve." This is not injustice, but because they presented what necessitates the torment.
