It is not permissible to borrow with interest from any party or for any purpose, except out of a necessity that cannot be repelled except by it, according to the words of the Almighty: "So fear Allah as much as you are able," and His words: "But whoever is compelled, neither desiring [it] nor transgressing, there is no sin upon him." And deducting annual interest from general taxation does not change the impermissibility of the usurious transaction.
