Testimony becomes obligatory in two situations: when the rightful claimant requests it, or when there is fear of the right being lost. This is based on the Almighty's saying: "And let not the witnesses refuse when they are called upon," and "And do not conceal testimony, for whoever conceals it - his heart is sinful." If the rightful claimant does not request it, and there is no fear of the right being lost, then it is permissible to conceal it; rather, it becomes obligatory if there is a pure harm feared.
