Is Zakat obligatory on a sum of money paid to obtain immigration, which is refundable if not obtained?

Money allocated for travel, purchasing a work visa, or a house is subject to zakat if it reaches the nisab (minimum threshold) and a hawl (one lunar year) passes over it. However, if this money is spent on purchasing the visa, travel, a house, or a car for personal use before a hawl passes over it, then no zakat is due on it at that time.
