Is it permissible to sell alcohol or drugs in European countries (to Europeans only) with the intention of weakening them, following the verse: "So transgress against him with the like of what he has transgressed against you," while ensuring they do not reach Muslims?

Selling drugs and alcohol to disbelievers and others is forbidden, and their price is unlawful. The intention of a Muslim in selling them is irrelevant; thus, he is not permitted to be a drug or alcohol dealer, no matter what his objective. If a Muslim enters non-Muslim countries through official channels, he has given them a pledge not to deceive them, harm them, or take their money unlawfully. The jurists have reached a consensus that "If a Muslim enters the land of war with a guarantee of safety or a truce, it is forbidden for him to expose himself to anything of their blood, wealth, or chastity; for Muslims are bound by their conditions."
