Is Friday Prayer obligatory in a country where most worshippers are not natives, according to the Maliki school of thought?

If by "foreigners" what is meant are residents who are not permanent settlers, then Friday prayer is not obligatory upon them if there are no permanent settlers with them. Also, the Friday prayer is not validly established by them according to most scholars, who stipulate permanent settlement for the establishment of Friday prayer. Permanent settlement means permanent residency in a particular country. This is the view of the Malikis and the sounder of the two opinions among the Shafi'is.

Sheikh Ibn Uthaymeen (may Allah have mercy on him) was of the opinion that if the residents see a benefit in establishing the Friday prayer, there is no harm in it, although he preferred that it should not be established except in the presence of permanent settlers.
