An invoice is a document for purchasing goods at a specific price and destination. Manipulating or cheating in it, such as writing an unreal price or for unreal goods, is forbidden, as it involves lying and deception. The Prophet, peace and blessings be upon him, said: "Hold fast to truthfulness, for truthfulness leads to righteousness, and righteousness leads to Paradise..."
Common forms of invoice fraud, such as a representative asking a seller to put a high price on the invoice to take the difference, or asking the seller for a sum of money without changing the price, are both forbidden betrayals.
Likewise, forging invoices for the purpose of purchasing unauthorized goods from the funding entity is forbidden, because funds allocated for a specific purpose should not be spent on anything else without the permission of their owners.
For whoever has done this, they must choose between delivering the goods written on the invoice or canceling the sale and reclaiming the invoice from them. This is not a betrayal; rather, it is repentance from a forbidden act, for a corrupt contract must be reversed.
