The answer: The fundamental principle regarding the recitation of Ayatul Kursi, Surat Al-Ikhlas, and Al-Mu'awwidhatayn is that they should be recited after prayer and in the morning and evening. No statement from early scholars has been found indicating that reciting them once suffices for both occasions. However, it can be understood from the fatwas of Sheikh Ibn Baz that this is permissible, as he issued a fatwa allowing their recitation three times after Fajr and Maghrib prayers.
