It is permissible to appoint a scholar of Sharia to arbitrate disputes, and his issued ruling must be adhered to. Whoever refuses to implement it commits a sin. Each of the two disputing parties may retract their arbitration before the scholar begins to rule. A divorce contingent upon a condition occurs when the condition is met, according to the majority of scholars, and if the divorce is three pronouncements, then three pronouncements occur. Whoever does not implement the ruling, his wife is divorced three times according to them. Some scholars, and this is the more correct view, hold that the contingent divorce depends on the intention of the speaker. If he intended to urge himself (to do something) and did not intend divorce, then he must pay an expiation for breaking an oath, and no divorce occurs. If he intended the occurrence of divorce, then his wife is divorced one time when he breaks his oath. It is advised to comply with and implement the ruling.
