Is it permissible to expose the major 'awrah for a medical examination for government employment when necessary?

Joining a job is not a necessity that permits uncovering the 'awrah. Therefore, it is not permissible to uncover the 'awrah for the sake of work. And whoever gives up something for the sake of Allah, Allah will compensate him with something better.
