Is it permissible to delay reporting a change of residence for two months to benefit from a rental assistance program, or to continue in the program despite moving outside the county, as compensation for not having benefited from it previously due to circumstances beyond one's control?

A Muslim must fulfill the permissible conditions he commits to upon entering and residing in any country, for Allah says: "And fulfill the covenant; indeed, the covenant will be inquired about," and He says: "O you who have believed, fulfill [all] contracts." A Muslim should demonstrate his religion and embody its ethics, such as fidelity, truthfulness, avoiding deceit, and not distorting the image of Islam. Therefore, concealing a change of residence and misleading the authorities into believing one is staying in the same district is impermissible.
