Is it permissible to name a village "Rahman Village" (without the definite article "al-" (the))?

It is not permissible to name a created being "Al-Rahman" or "Rahman," because it is a name exclusive to Allah Almighty. The name "Rahim" can be applied to other than Allah, but "Rahman" cannot. Naming a village "Qaryat Rahman" (Village of Rahman) is permissible, but it is preferable to avoid it and change it to another name that is not among the names of Allah Almighty. Similarly, naming mosques with Allah's names, such as "Masjid Al-Rahman" (Mosque of Al-Rahman), is an innovation, and it is preferable to avoid it.
