Does the statement: "Allah will bring me gold, and I will spend gold" count as a new vow, even if the speaker did not intend to make a vow?

The questioner should seek refuge in Allah from obsessive whispers and be keen to fulfill their vow, for Allah Almighty says: {And let them fulfill their vows} and for the Prophet’s (peace be upon him) saying: "Whoever vows to obey Allah, let him obey Him." If he is unable to, then he must offer expiation for an oath, for the Prophet’s (peace be upon him) saying: "The expiation for a vow is the expiation for an oath." As for the phrase "Allah will bring me gold, and I will spend gold," nothing results from it.
