Must the vow be fulfilled with the value of gold in 1997 or with its current value, and is the vow waived for her if she cannot fulfill it?

The preponderant view is that vowing (nadhr) is disliked, due to the Prophet's (peace be upon him) saying: "Vowing brings nothing forward nor postpones anything; it is only by it that something is extracted from the miserly." However, it must be fulfilled if it does not involve disobedience, due to the Prophet's (peace be upon him) saying: "Whoever vows to obey Allah, let him obey Him; and whoever vows to disobey Him, let him not disobey Him." This woman must fulfill her vow, and since fulfillment in the specified manner is difficult, she may give its value on the day the condition was met.
