Is it permissible to complete the required promotion research by filling out forms and answering questions without referring to people and collecting data from them—especially since the results of this research will not cause harm—or is that forbidden? The aforementioned neglect by some people of research forms, their loss, or indifference to their answers, or the failure to print and neglect research, does not permit the researcher to fill out the forms himself in order to obtain promotions and bonuses, due to the forbidden deception and fraud involved. "Whoever cheats us is not of us," and "cunning and deceit are in the Fire." This applies to all forms of cheating and deception. And whoever obtains a promotion based on that has obtained something he does not deserve. Therefore, it is obligatory for a person to fear Allah and to pursue legitimate means to attain ranks, and whoever abandons something for the sake of Allah, Allah will compensate him with something better.
