What is the ruling on a woman wearing kohl and mascara and going out with them?

Applying kohl to the eyes is an apparent adornment about which scholars have differed as to whether it is permissible to reveal it or not. And what is called mascara, which is applied to the eyelashes, takes the same ruling as kohl.
