What is the ruling on applying concealer, kohl, and mascara when leaving the house without covering the face?

There is no harm in concealing or covering flaws with something, so long as it is not for the purpose of deception or fraud. As for kohl and mascara, they are adornments about which scholars have differed regarding a woman's ruling on going out with them. The fatwa adopted by us is that a woman must cover her face when going out, and if she applies kohl or mascara, she is not permitted to appear before non-mahram men.
