Is it permissible to feed pigeons or birds expensive food, given that some say the poor are more deserving of it?

Feeding animals is a legitimate act and a form of charity for which a Muslim is rewarded. This is indicated by the saying of the Prophet, peace and blessings be upon him: "In every living being with a moist liver, there is a reward." Islamic law encourages kindness to animals that are not commanded to be killed, and the reward comes from feeding and watering them. There is no specific amount for feeding animals, as long as it does not reach the point of extravagance and waste. However, feeding the poor among Muslims is more deserving and brings a greater reward. Nevertheless, the priority of feeding the poor does not make feeding birds forbidden, unless it conflicts with the obligation to provide for one's family and dependents, or with saving a Muslim from perishing.
