The answer

The people of Mecca perform by entering into the state of from outside the , such as from Tan'im. If they reside in Al-Hada during the summer, they perform Umrah by entering into the state of ihram from their location. This is based on the Prophet's (peace be upon him) saying: "And whoever is closer than that, his is from where he started, even the people of Mecca enter into ihram from Mecca." The Prophet also commanded Aisha, when she wanted to perform Umrah while she was in Mecca, to enter into ihram from the Hill (area outside the Haram).
