Who are those who will be raised deaf and mute on the Day of Resurrection?

Those who are resurrected as deaf and mute on the Day of Resurrection are the people of misguidance, as stated in His Almighty's saying: "And he whom Allah guides - he is the [rightly] guided; but he whom He sends astray - never will you find for them any protectors besides Him. And We will gather them on the Day of Resurrection on their faces, blind, dumb, and deaf."
