What is the ruling on saying, "O Lord, by the right of this Adhan," or "by the right of this blessed month," or "by the right of these virtuous days you have, the days of the Ten (Dhul-Hijjah)"?

Supplication by means of intercession (Tawassul) is divided into permissible and impermissible categories:

Permissible Tawassul: Tawassul through the names, attributes, and actions of Allah, such as: "O Allah, I ask You by the fact that You are the Most Merciful, the Ever Merciful." Tawassul through one's own righteous deeds, such as: "Our Lord, indeed we have heard a caller calling to faith, 'Believe in your Lord,' so we have believed."

Impermissible (Innovative) Tawassul: Tawassul through the beings of creation, such as saying: "I ask You by Muhammad" or "by the right/honor of Muhammad." This is prohibited because supplication is an act of worship, and the principle concerning it is adherence to what has been revealed (Tawqif), and there is no evidence for the permissibility of tawassul through beings themselves.

Tawassul by "the right of creations" (such as the right of petitioners, or the right of the Adhan, or the right of Ramadan): If it is intended as tawassul by the creation itself due to its honor: This is prohibited. If it is intended to mean something that relates to the actions of Allah Almighty (such as Allah's answering of petitioners, or Allah's grace that He has placed in virtuous times): This is permissible, and it is the interpretation applied to the Hadith "I ask You by the right of the petitioners," if it is authentic, where the request here is by the actions of Allah.

Conclusion: The general rule is to prohibit supplication with phrases such as "I ask You by the right of such-and-such," due to what might be understood from them as an impermissible tawassul through the beings of creation, unless the supplicant intends thereby a meaning that refers to an action of Allah Almighty. Nevertheless, the established lawful supplications suffice and render this kind of strained formulation unnecessary.
