Is it permissible or not to pause at the Almighty’s saying: "And whether We show you some of what We promise them, or We cause you to die, then to Us is their return; then Allah," and then to begin with "is a witness over"?

Stopping at "thumma Allah" (Then Allah) and starting with what comes after it is considered impermissible by scholars of Qur'anic recitations, because it separates the subject from the predicate, and begins with that whose meaning is not complete. If the reciter is compelled to stop due to shortness of breath, there is no harm, but he must return to "thumma Allah" and complete the recitation. The prohibition here is not a legal proscription that incurs sin, but rather a preference by reciters related to the performative permissibility of good recitation. However, if the intention behind the stop is to distort the meaning, then that is forbidden.
