What is the ruling on someone who entered into a state of ihram for Umrah in Ramadan, then went to Jeddah after the Sa'y, and took off his ihram there before shaving? Is there anything upon him, or is his Umrah complete?

Whoever performs 'Umrah and completes it, then postpones shaving or shortening their hair until they return to their country, there is no harm in that, provided they do not commit any acts that violate their state of ihram. If they commit such acts out of ignorance or forgetfulness (such as wearing tailored clothes or applying perfume), then there is nothing upon them.
