The state of exiting (tahallul) in is not complete except by shaving the head or shortening the hair. There is no objection to delaying the shaving until you return to your country, as it is not restricted to a specific place nor does it have a fixed time. However, wearing tailored clothes before shaving or shortening the hair involves sin, and you are liable for a (expiatory offering).
