Is it permissible for a woman whose husband has passed away to hint or explicitly state her desire to marry her deceased husband's brother?

Scholars have unanimously agreed on the impermissibility of explicitly proposing marriage to a woman in her 'iddah (waiting period). However, it is permissible to allude to it, either to her or to her guardian, if she is observing 'iddah due to death or an irrevocable divorce, based on the Almighty's saying: "And there is no blame upon you for what you allude to concerning a proposal to women." Just as it is impermissible to explicitly propose to a woman in her 'iddah, it is likewise impermissible for her to explicitly accept. However, she may allude to it. Once her 'iddah ends, it becomes permissible for her to explicitly accept.
